Making your custom Defender compliant for California emissions regulations isn’t a simple task. The Clean Air Vehicle (CAV) decal program is administered by the Department of Motor Vehicles (DMV) in partnership with the California Air Resources Board (CARB). The program authorizes a vehicle that meets specified emissions standards to be issued a CAV decal. (as cited in CA DMV 2019)

California's emissions standards are stricter than the federal EPA requirements. They are stringent on hydrocarbon and NOx (Nitrogen oxide) emissions which in turn becomes smog. E.C.D has been able to qualify its GM-powered North American Specification (NAS) vehicles under the Clean Air Act for its clients who reside in California and will assist clients to obtain a valid smog inspection certification.

If you are a California resident and acquire a GM-powered E.C.D. custom NAS Defender from us, it must be certified to meet California smog laws to be registered in California. Not all new vehicles are manufactured to be sold in California. Many manufacturers make vehicles to be sold only in the other 49 states. These vehicles (49-state) are made with smog equipment that meets federal emission standards, but not California emissions standards, this is also true of some imported classic vehicles. All gasoline-powered vehicles, new or used, being registered for the first time in California must pass the California Smog Check. A vehicle will fail the California Smog Check if it is not equipped with the originally required smog devices.

Completing a Smog Check in the state of California is done by bringing your GM-powered custom NAS Land Rover Defender to one of the BAR locations. At the location, they will perform tests to ensure that your custom NAS Land Rover Defender meets its BAR-established performance standards.
