The California Air Resource Board adopted regulations aimed to reduce the emissions of smog and greenhouse gases, requiring all vehicles registered and sold in the state of California to meet very strict emissions requirements. After several amendments, vehicles manufactured after January 1, 2009, are now required to bear an “Environmental Performance Label,” indicating a “score” of emissions produced by a vehicle.

Not all new vehicles are manufactured to be sold in California. Many manufacturers make vehicles to be sold only in the other 49 states. These vehicles (49-state) are made with smog equipment that meets federal emission standards, but not California emissions standards. All gasoline-powered vehicles, new or used, being registered for the first time in California must pass the California Smog Check. A vehicle will fail the California Smog Check if it is not equipped with the originally required smog devices.
